You must fill out a one page application through your local police department, and the license is issued by the state police. At this time, you need to decide if you want a lifetime one or one that lasts for 4 years. Fees must be paid at this time, although if you are denied, a portion of them will be refunded.

On the application you need to give them your height, weight, race, hair and eye color. You also need to give them a reason for carrying a weapon, either target shooting or personal protection, and provide them with a valid ID. They will fingerprint you and you must pass the NCIS check in order to get the permit.

Those that qualify for this are residents of the stat and qualified non-residents. In order to be considered for it if you do not live here you must own a business in the state. The process is the same for both types.
